stretching 4:3 to 16:9 with intel graphics card

i know its the best graphics card ever but to stretch i followed these instructions:
Change desktop resolution to 4:3 --> Right click desktop --> graphics options -->
panel fit --> scale fullscreen ---> change resolution back to 16:9

after doing this the desktop resolution and everything stretched except for tf2. is there some option im missing in steam or something thats preventing me from stretching the game? my launch options do include the resolution im using (1024x768) and thats the resolution i set my desktop to in the intel graphics control panel.

Are you using win10 ?
Because theres a bug with intel graphics on win10 that prevent you from stretching https://communities.intel.com/thread/77746?tstart=0
