tournament is using garmen, font is maven pro black.

looks to be a custom adjustment from garmen/knhud similar to mine actually.

I also have the same question, I've used it before, but I lost it after uninstalling tf2 and now I can't find it. I think I might've gotten it off someone's youtube channel, but I'm not really sure
