I've recently updated my old streams add-on to make it look less like shit, check it out if you're a Firefox user: https://addons.mozilla.org/firefox/addon/tftv-streams/

The add-on fetches this XML feed every 60 seconds, if you're super concerned about bandwidth or power usage: http://teamfortress.tv/rss/streams
A Chrome extension can be found here: http://teamfortress.tv/thread/6494/tf-tv-stream-chrome-extension

Stars are subbed streams, you get a desktop notification whenever a subbed stream goes online.
The add-on fetches this XML feed every 60 seconds,
Any reason to do that instead of when they just click the icon?

So that the list of streams is instantly available when the button is clicked. I did it like you suggested at first but then every time you clicked the button the contents would change in front of you and I really disliked that.

So the Chrome version of this plugin has been broken for a fair bit recently, any idea why?
"Something somewhere went wrong. No streams were returned...
Check teamfortress.tv/rss/streams before blaming me."
