You switched to dx9 after using dx8, correct?
Are you still using a dx8 fps config with dx9? That can cause shiny models. Use a dx9 fps config if this is the case.
Actually, just use a dx9 fps config if you're on dx9, regardless of what your previous setup was.

weird, quite the opposite happens to me. I have it set to 0 on dx9, everything looks normal.

My tf2 settingd got messed up somehow and made me play in dx9 which makes my computer get major fps drops and everything on the screen was blindingly white and shiny :<
