I was recently playing on a 1600x900 monitor with blacks bars (monitor settings) and now since my old monitor stopped working I'm now using a 1365x768. The problem is my sensitivity feels very odd now. Is their a correlation between resolution and mouse sensitivity?

Your "useful dpi" is dependent on your resolution (higher res needs higher dpi), so you might be feeling that difference.
