No hats on server

Recently had to do a full wipe of my server, and now that I have it all set up again, it doesn't allow any hats. I don't have them blacklisted, and the miscs show up, but not hats... any ideas?

Maybe tf_true plugin? I think it sometimes disable hats by default.

Yeah if it's a tftrue server try "tftrue_no_hats 0"
