in each of your class configs put
unbind mwheeldown
exec autoexec
should fix it if your autoexec is fine

mwheeldown is probably bound somewhere else in your config or inside "config.cfg".

If it's resetting your bind whenever you open the game then that means that your config.cfg file contains an older command bound to mwheeldown. It is also possible that you haven't disabled steam cloud so your config is restored from the cloud each time you open up the game. Here are two options you have.
- Do what #1 says and put the bind in your class config; this will work but won't really solve the actual problem for other keys you might want to rebind later.
- Open up config.cfg in your 'cfg' folder and change where it says bind mwheeldown to +jump, then delete the version of config.cfg in steam cloud BEFORE opening up tf2 again. Here's a link on how to delete it. This is by far the most complicated option.
