Is there a way to make the after effect of these items more noticeable on my own end? Maybe a setting I adjust in my fps config or anything like that?

I have added that command to my launch options and have not noticed a change. Is there anything else I need to do?

I can see the effect when I self damage with the BB but I was wondering if I could make it darker. It is barely visible.

i play on dx 81 and whenever i get jarated or bleed i can't see a single fucking thing

Try backing up your config and installing chris highframes, that's what I use and it works.
