I think you need to change the tall value of 'topbar' and 'bottombar' to 0 in spectator.res

I think re-installing your hud will fix this, I've had this problem in the past as well.

I fixed it. Turns out that I was just an idiot who didn't have a spectator.res file, thanks zigzter for pointing the file out!
