Try unchecking read-only in the cfg's properties and if that doesn't work disable steam cloud

Are you sure that your config files are actually .cfg files and not .cfg.txt files?

I had a weird problem where my .cfg files wouldn't work for some reason, try copying the text, deleting the old .cfg, and creating a new one, just in case something got messed up. That fixed it for me.
