really bad game stuttering

I just moved back into my dorm today and I've been getting these really bad stuttering issues for tf2, and it's unplayable as my game turns into a literal slideshow. After playing for like 10 minutes my fps drops from like 200+ to 100 or less (doesn't even feel like 100, feels closer to 20). Also, on net graph there are 4 numbers that should be around 67; when the stuttering happens, the third number drops to like 40. I play on a laptop that I hook up to a 144hz monitor and this has never been an issue. Even on awful hotel internet yesterday when I didn't have 144hz, this issue was not occurring, and I'm on better internet with ethernet now. Everything else that I run on my computer such as mumble, works perfectly fine; it's just tf2 that has this weird issue, so I don't think it's an internet issue.

If someone can help me fix this issue, that'd be great :D

Autoexec is Comanglia's FPS config, launch options are -full -w 1920 -h 1080 -console -novid -useforcedmparms -noforcemaccel -noforcemspd -nosteamcontroller (playing on dxlevel 81)

This issue also hasn't happened in any other game I play.

check overheating, cpu or gpu temperature. and check your ram as well, and you need to send your cfg to make sure what's the problem.

Overheating isn't the issue I believe.

Also, whenever I restart my game it works fine for another ~20 minutes, then goes back into slideshow mode. HUD is also not the issue because I removed my HUD and it still happened.

Potentially odd question, but do you have Origin open by chance? I find having that program open really harms TF2 performance for some reason.

I actually removed my fps config, added in mastercom's config, and changed my launch options (main one was that i changed dxlevel 81 to dxlevel 95), and so far I haven't had the issue again, so I'm assuming there was something to do w/ that. (thanks 2 dolphinrider for the help :) )
