Matchmaking r_drawviewmodels restriction

So I have played a couple of matchmaking games recently and noticed that after playing a matchmaking match, I still cannot hide my viewmodels even in a non steam server. After I restart my game and join a non valve server, I can hide my viewmodels just fine. Is this a problem with my own settings or is it just something Valve has done?
