Steam Client Boostrapper Crash?

Hey guys my friend is having this problem that whenever he starts up steam it comes up with a message of "Steam client bootstrapper is not responding" and then his steam crashes.
Does anyone know a fix to this?

Go to your steam folder and delete everything beside Steam.exe and Steamapps (maybe Skins if you're using 1), launch steam.exe, wait, should work

There was some sort of fix that I had to do for this when I was in the steam beta involving registry editing but I've forgotten it now. I think you can edit some settings in the steam registry either to opt in or out of the beta or to start in offline mode. One of those fixed it. Sorry that's not specific but maybe someone can work out the specifics
