Valve is effectively a publishing company which always have the scummiest business models on earth. They're effectively just a middleman so they don't have to really employ anyone, and the main thing they're providing for people is exposure so they almost always end up with monopolies (because people want to be on the biggest platform). I'm sure Valve's profit margins are enormous and any of the tech or games they do work on can afford to fail completely because they can just grab some more from the money printer.

Pretty sure this is cp_labor. I played it a fair bit in pubs and it's as bad as it looks. I'm pretty sure some of the maps played in the earliest seasons were pretty terrible.
