in my experience, the -dxlevel flag actually does change visual settings
also you can disable compositing on kde at least, which improves fps. But it's still better to use xfce or somethings like that.

Android smartphones recomendation

I would recommend the moto z play. It has the best battery life of any phone, and by a significant margin. It is also very much powerful enough for the things you are doing.
