What do these tracert results mean?

I have looked at almost every thread, forum, and tutorial that promises to lower ping, and none of them seem to work. I typically get ping spikes from 30-500 for around 1/2 settings and especially when I play comp it just ruins everything. I know its a ping issue, because of net graph, and ive gone into cmd and typed "ping 192.168.0.1 -t" and it would go up to 3000 ping at worst. PLEASE help.
