Below is straight from the Mark C site, if you don't believe me. Read it carefully; it states Enhanced pointer precision needs to be on.

He also has a fix for Windows XP and others, which work DIFFERENTLY than the one for win 7 and 8.

If you are using Win 7 and 8, you check Enhanced pointer precision, turn raw input on, or the fix is not active and you are a victim of placebo.

"You can test if it is working by temporarily turning on the 'Enhance pointer precision' feature and see how the mouse responds.
(NOTE: Unless you applied one of the Windows 2000 or Windows 98/95 Acceleration fixes, only turn 'Enhance pointer precision' on for testing: it should normally be set OFF.)

If you have 'Enhance pointer precision' OFF, then the fix will not be active (but it will be waiting to be activated when needed).
Just as some games turn it on when you don't want them to, we can turn it on manually to test that the fix is working properly."

For the mouse fix vs raw input, from what i understand it just raw input just effectively puts Windows pointer speed to 6 and turns of enhanced pointer precision. Which would be ideal, unless you had a fix.

The fix gives you 1:1 input, takes into account refresh rate and all that jazz.

And the beauty is you just have to tick something to turn it on or off, back in the day you had to redo the reg edit, and reboot... making it a lot more difficult to test.
