BBall Server Setup Problems

wonderlandit should work. item_whitelist.txt should be in your servers main tf folder and it will auto load.
if you put it in cfg then you can load it with:
rcon mp_tournament_whitelist "cfg/item_whitelist.txt"
make sure the server is in tournament mode or it wont work but im sure it is..

BBall Server Setup Problems

So, I'm currently attempting on setting up a BBall server because I bought a server a while back and never really used it for anything except a few lobbies and a pug or two.
I'm having a few minor issues with setting it up that I can't seem to find a solution for.
I downloaded Wonderland's BBall server config (I don't remember from where I think it was a steam community forum thread of something), installed it, and tested it.
The item whitelist doesn't seem to work while the class limit stuff does (only 2 soldiers per team allowed and no other classes.)
I have gone through the item whitelist several times and nothing changes after loading up my server. Everything the item whitelist says it's blocking, is still equipable (gunboats, escape plan, etc.)
Any idea as to why this is? I have been thinking I might have to delete all the competitive configs and stuff from the server files, though I don't know if it's smart to do that or not, so I haven't tried it yet.

I have recently started streaming and will be doing so for the rest of the summer and maybe a little bit during the school year.
I am currently going into UGC Silver as a starting Roamer for a friend's team.
I live in New York. [EST / EDT Timezone]
I plan to stream mostly TF2 and sometimes I will be playing some Mario Kart 8 or Smash Bros 4.
Once Season 16 of UGC 6s starts, I might stream matches and scrims too.
I have played 1 season of TF2 Competitive in the past.
