youre right, its most likely actually a particle swap with the pumpkin bombs rocket trail effect called "halloween_rockettrail"

AimIsADickTo add on to turbochad69's explanation, since TF2 is CPU-based, it's likely that the CPU is not powerful enough to run TF2 at 120fps. TF2 is not optimized that well though, so it's unsurprising that the CPU is struggling,

i mean for pc's yeah, but not the same for lots of apps. the ipad basically functions as a big, very complicated phone and less of a pc (which works well for it for stuff like art/notes/and integrated stuff, but sucks for games)
