Yes it is possible, and I use it. I don't think its possible to use it on anything above pub servers, but some DM servers allow it and Ive seen it work on some MGE servers.

_vittoAlso noticed a bug, chat opens but i cant type, and the game acts as if its still closed. Is it happening only to me?
Thats a common glitch, involving the pop-up message in the menu that says that the server has no connection to the item server. There is no fix, except to restart TF2 and don't close the ingame item menu without closing the pop-up message first
