Viewing your inventory from steam will always show the name, regardless of being friends with them/private profiles.
Viewing your inventory in-game will only show the name if you're friends with them.
Anyone else viewing your items in-game (kill cam or inspect) will never see the name, regardless of whether you're friends with them or not.
im pretty sure ive seen peoples names in killcams that im friends with, but i cant back this up with any actual evidence or brainpower.

yes, but make sure you have cloud sync turned off as well
You probably have settings in the new config which are not being overwritten by your old config. For example, if you have "r_drawviewmodels 0" in your new config, but not "r_drawviewmodels 1" in your old config, replacing the new with the old will not set your viewmodels to display again.
You would have to reset your TF2 to default, and then put the old tf folder back, then it should take it back to where it was before. I just did this after messing with a crosshair switcher.

Thomas the Tank Engine was god tier for kids shows. Ringo Starr, George Carlin, and Alec Baldwin all narrators (as well as Pierce Brosnan if you count the re-narrated rereleases). The original books were also incredibly written and illustrated, and are still the best children's books I've seen to this day
