i played years ago with no problem @ .5 mbps down and had 0 problems. this game is not very bandwidth intensive

ok thanks for the help guys, the main reason i brought this up is because often my fps does dip below 200 in certain maps in csgo and i can REALLY feel it. it feels terrible playing the new inferno and nuke so i basically just avoid those. even at around 240 fps (double my refresh rate) and higher i can feel input lag on these maps. i play on all low settings in csgo and my res is 1280x720 on a 1080p display.
my laptop has a gtx 670m in it + 16 gbs of ram (sorry, i should have stated this in my post). my processor does run really hot, like mid 90's in Celsius when im playing games. idles at mid 60's/low 70's. i will clean the fans out since its super easy on this thing. i should also mention this processor has spent thousands and thousands of hours at like 95 celcius, is this detrimental to performance?
i do have on high performance in my windows settings.
setsul, even when im playing csgo without a cap you'd think it would clock higher to at least 3.2 ghz or higher with multicore rendering enabled right? or am i reading your post wrong? also like when my fps dips down youd think it would clock higher to compensate for my fps drop when changing my view to a more open area of the map right? maybe i do not fully understanding how processors/gpus work. thanks for the help so far guys.

its one of those cpus that ramps up speed only for games and shit to save power
ive had no problems running tf2 and csgo, always hitting around 300 fps.
noticed my cpu in task manager only ever gets to 3.1 ghz - never seen it above that in the years ive had this thing.
should be reaching 3.4 right?????????
