textures blending at distance

piggybacking on this post with a similar question.
when using mat_filtertextures 0, is there a way to stop the LOD improving as you get closer to a texture? I'll upload a screenshot soon but then floor infront of me will have distinct (and distracting) lines where the texture improves as it approaches my model.
in essence is there a way to force the lowest LOD textures by changing render distance or something?

I love this callout. Way better than "left main" or "right main" or whatever people say.
Also what do you guys call the concrete platform next to 2nd point on sunshine? I used to say "concrete" but apparently that can be confusing to some people ////

If I recall correctly there was a similar flu outbreak at Genesis (the melee tourney) and a lot of players had masks on stream.
