PacifistI don't think you need an aftermarket cpu cooler
if he wants to overclock, then yes. and the stock amd coolers are poop
CopperSideI think something like this would be good. An SSD will really impress them.

they wont really need a 250gb ssd if all theyre doing is email and internet. hell, maybe even 64gb would be fine.
hawleryou don't need a 7970 for a tf2-only pc.
like i said, overkill.
this build is probably overkill, but ok

if you wanted, you could swap for windows 8 and / or get a 770. a 7970 performs pretty similar if you overclock it a bit though
nice case, could get something based on your preference though.
not 100% sure on motherboard, but it's a z87 atx motherboard on lga 1150 so it should work fine. gigabyte motherboards are pretty good.

a pro is its 2tb
a con is its not an ssd
ckapHijacking thread for just a second.
To what degree is TF2 a processor hog? If I've got an i5 (dualcore) and a GTX 660 right now, should I upgrade the video card or the processor?
dual core i5? sounds really old
unless you're on a laptop and using a mobile 660
budget? what are you using it for? what do you need? do you live near microcenter?
