#1 Help with no smoke vpk files in Customization

I was recently changing my graphics config and now my explosion effects are no longer working.
What i'm talking about is the effect in this video: https://www.youtube.com/watch?v=GwxBWHoh1dI

I have changed configs back and forth and even re-installed TF2 (deleting all files) and nothing seems to be working. I have no clue as to how or what happened and how I can fix this. After re-installing TF2 the explosion effect wasn't working either.

This was all on sv_pure 0, I'm really lost on this and any help would be massively appreciated.
