Despite PBPP is suppose to be 15% faster than pistol, it's still slower than pistol.
Yellow dots are PBPP, blue ones are pistol ( reds are extended shots as pistol have 12 while PBPP have 9 )

As shown, PBPP fires slower than pistol.
My speculation is that the previous design:
25% slower firing rate with the inferno update of 15% faster firing rate conflicts and results in a 10% slower firing rate.
