I installed win 8 for my new desktop, after using win 7 a lot.

Win 8 is a straight upgrade, except the UI is a bit confusing.

But you can install software to get it back to win 7 UI.

The boot time is amazing. I don't know if its the better parts, but its booting in less than 10 seconds, making installation of drivers and other applications less frustrating.

IMO the PSU is good enough, you don't need more power, and your parents won't be doing anything that would use more power (ie Overclocking)

This will suffice for web browsing and simple programs

Pretty shitty desktop, I'd say go buy a laptop on sale (they go down to $300 a lot for the lower end stuff) and that'll suffice

Don't need an OS, what can I bump up with this?

I'd say get a better CPU, but 4gb ram, 500gb HDD, and the simple GPU is enough.
