yeah I had this more in mind for post match analysis. simply playback the STV in windowed mode and then pause freely and draw. the only thing is I wish you could move the STV camera around while the demo is paused :/ oh well
I was looking for a telestrator or something that could mimic it for my stream, and I found this cool little piece of software called Epic Pen.
http://sourceforge.net/projects/epicpen/
It basically lets you draw on your screen and then quickly erase it. I hope that someone out there finds this useful for their next cast / video / stream!
