I did find one ages ago in a set of vpk's that supposedly removes basically every sound but I didn't try it out, so idk if it works in the way you described. The noscreams one mostly works except for some reason only pyro's death screams are still audible for me?
I think I found the problem, the pyro sound files are all in wav format instead of mp3, though I'm stumped on how to edit the vpk to fix it.
