With frames like those you might want to also try investing in a 144hz monitor. It'll help give your game a feeling of responsiveness.

You could always do the "refresh" option windows provides. It pretty much resets windows to factory settings but keeps all your documents/files/other personal files. If I'm quick it usually takes me less than an hour but it can be 1-2. All you have to do is reinstall all your programs and software when you're done. I usually just take a picture of what programs I have installed in my "programs and features" so I don't forget anything. Iirc I think it resets drivers to factory too so you may have to update those. It might be a good idea to do a backup of everything as well just to be safe, but I've never had a problem.

Speaking from a troubleshooting point of view, you said you've replaced your ram which didn't help. Try buying different components 1 by 1, and if it doesn't fix it simply return them? Maybe you'll find the one thing that was causing the problem.

A dedicated graphics card absolutely helps a huge amount to run tf2 smoothly, and it's really easy to find a laptop that has one in his price range anyway, so there's no reason not to.

A huge thing for me is to wake up extremely early the day I'm planning on doing a lot of studying. I'm talkin 1-2 hours before the sun rises. When I wake up this early my mind becomes extremely sharp and makes it very easy to focus.
