Is it possible to edit the look of the server browser with a simple hud mod? What files affect its look

Leader of the mod here, with TF2V, we are going for the 2010 feel of TF2. And after our next update we want to open up for huge community feedback, like balancing, maps and new weapons. The lack of hats and unusual effects removes a lot of the visual clutter and fps drop that TF2 has gained over the years. We hope to be open with our community and wish to bring you all great content.
