This is really exciting. I wonder how far valve will take this. Like WAR said, it does have amazing potential, but valve also likes to set things aside (almost indefinitely). I wonder if it could be forced on in tournament mode to help detect cheaters. (probably more useful in cs:go) Aside from that it seems like a great way to help the steam community grow.

Try opening the server list through steam and switching game to tf2. Then join through steams server list. I'm not sure really what this could be.

The biggest hurdle you have is actually getting people to use this service. I've seen sites like this before for tf2 and none lasted longer than a month.
