Open is an OPEN league. Meaning open to any player. Hence the word OPEN.
Why people don't understand this I have no idea. People used to be excited to play against teams with more experienced players.

Some good snipers are absolutely trash at scout.
That said, because of the organization that you find in mix's sniper is hard to counter. As other have said, if you're good at sniper go play it in a league (6v6) and see how it works. If you just wanna kill people worse than you, go pub.

Might be an overlay from your hud. I know ya_hud has one. Check your main menu files and see if there are any really large imagepanels.
