i've seen a lot of really good soldiers who flick all their shots but on paper it's a less reliable way to do it

There's a homeless fella in my town who's been protesting and going through legal disputes for like 8 years because he parks his horse and cart in public car parks without paying and he won't stop. His defense is that a horse isn't a vehicle.
I think he has a few problems but he's a proper nice guy.
