can you upload the file to google drive, dropbox, or some form of file sharing service? also you might want to check your hitsound commands.
make sure tf_dingaling_volume is set to 1(this is the maximum value)

Do you have this in your Autoexec?

tf_dingaling_wav_override hitsound.wav

My hitsound didn't used to work and I had to add that in, not sure if it will work for you but worth a shot

Move the sound folder out of the folder "HitSound" and place it in the same folder as your resource and scripts folders.
Pretty sure it doesn't load right otherwise.

You did it wrong^

the "my_custom_stuff" folder is required for it to work as intended.

EDIT: You can technically name the folder pretty much anything but the point is that you put everything custom (that isn't a mod or add-on program on it's own, like p-rec) in tf\custom\(your desired folder name)

Yeah that's where you're supposed to put your hitsound dude.

Ok so here is what you might want to do as well:
-Rename the folder "HUD" to "userstuff".
-Move your cfg folder to "userstuff"
