I think you're right about the sin and cos part
a full period is 16 years and you need 24 years after so it'd be like 1.5 periods so it would be 1k for rabbits and a really low number for foxes

Sure you can get the number of foxes.

You have the amplitude given to you. I'm sure you know sin and cosine are both cycles. So in this example, the # of rabbits can never go higher than 1200 or lower than 800.

Just apply that to the # of foxes.
