Lag spikes?

What causes these?

My computer specs are solid, and with Chris' high frames I get a constant 120fps. However periodically while playing I'll get a random lag spike and the game will just freeze up for a second (which is incredibly annoying when going for a spy pick or a bomb in on someone).

Is there something I can do to fix it on my end? Or is it something on the server's end?

I get these all the time as well and I have a computer that devours TF2 as far as necessary hardware goes. It's just a terribly coded game. I have found that I can never quite pinpoint the problem, however oddly enough I tend to get less of the spikes when I'm on varied net settings. Most people (as in Chris' config) suggest using the following net settings with a good internet connection:

cl_cmdrate 66
cl_interp 0
cl_interp_ratio 1
cl_lagcompensation 1
cl_predict 1
cl_pred_optimize 2
cl_smooth 0
cl_smoothtime 0.01
cl_updaterate 66
rate 60000

However I have found that I get less spikes when I use the following settings (even though TF2 is apparently capped to 66 as far as cmdrate and updaterate go):

cl_cmdrate 100
cl_interp 0
cl_interp_ratio 1
cl_lagcompensation 1
cl_predict 1
cl_pred_optimize 2
cl_smooth 0
cl_smoothtime 0.01
cl_updaterate 100
rate 100000

Don't ask me why, but I swear I get less spikes because of this.

Would that affect my hitscan or projectile aim noticeably? Changing those net settings?
