click the icon on the top left and click defaults
look for the layout tab

if you mean the tf2 console window, idk

Aside from the weird grammar OP used (change then keeping) I'm pretty sure he wants to not have to drag the corner every time. I don't know of any solution unless someone writes a HL2 addon for it (if it's even possible in there).
