SetsulSettings? Especially the stream makes quite a difference. 320*240 at 15fps runs on a toaster, 1920*1080 at 60fps means i7/Xeon minimum.
Also if you're going for minimum there will be fluctuation.
Comanglia settings, 720p 30 fps for streaming. Also what about without streaming? Obviously that would make a big difference as you said, but how big in terms of price?
What is the cheapest possible build I can do that will be able to run and stream TF2 and CSGO (mainly TF2 though) with 120+ frames without too much fluctuation? Don't have any old parts that I can recycle and reuse. I would like to have an SSD, but it is not necessary (I really just want to use one, haha). Reason being is because my current laptop is on its deathbed, so I would like to build a computer as soon as I can.

Unusual effects and hats would be the no hats mod. The unnecessary clutter might have been the no explosion script?
I recently started playing racing games like Asphalt 8 and Real Racing 3. Good stuff. I also enjoy the classic clash of clans and boom beach.

I have a GTX 750, and I was wondering what CPU that is <$80 that I can pair it with. I had the G3258 and the 860K Black Edition in my mind.
I should also mention that I really only play TF2 and CSGO.

1) Fantastic name
2) Map looks gorgeous, reminds me of badwater/goldrush
3) Frame drops aren't that terrible considering the size and detail
