small steps mess with your aim more than if you doubled your sens
iirc you just put the plugins into your custom folder (for example /tf/custom/sourcemod/addons) and launch tf2 with -insecure and then launch a listen server the same way you would usually do
ofc this includes installing sourcemod properly
