HildrethHi there, I am an admin for ETF2L and one of the organisers of the HL Nations Cup, for both the 6v6 and Highlander nations cup we would only allow recognised countries make a National team. Since Quebec is a province of Canada, your only choice would be to apply for the Canadian national team captaincy and pick from within there (some of the best TF2 talent comes from Canada).
If we did let Quebec participate as a provident state, nothing would stop other's from making State or Province teams, for example any American could make a Team California or Team Florida side, any British person could make a Team London or Team Northamptonshire or Team Falkland Islands...etc etc.
Thought I would make this post incase you were planning on attempting to sign up a National team as Quebec because we would not allow you to sign them up.
Québec is a recognized nation whitin Canada, with a distinct language: french and a distinct people.
I believe there was a team Wales, a team England and a team Scotland in the last nations cup. Québec has pretty much the same status as Wales or Scotland whitin the UK, AND it has its own language and culture. It's definitely a nation. I dont see why a nation wouldn't be allowed to play in a nation cup.
