this might be a weird take, but is demo really too strong because of "easier to hit" pipes? I get that stock is harder to hit and all but is demo really op compared to the other classes (fix would essentially nerf demo to some extent)?
From what i can tell most high div games mostly see the scouts carrying. Just because something doesn't work the way it was intended to be it doesn't mean it's too strong right?
For the 6s version you could bascially just take the elo from every national site, balance it out so the ratings are adjusted to the different sites settings and assign the players the adjusted elo.
Obviously a lot of people would be missing (mainly brits i guess) but you could always just have a team of a few knowledgable people adjusting their elo. Also helps that basically every div is represented on the national sites so you kinda know which elo to assign to the players.
We also have a bot that shows us the winrate on each class for the german pugs so the admins could use that bot as a tool to balance it out incase 5-0s happen constantly.
a training map that sends classes through common chokes on 6s maps would be nice.
like maybe have a ramp similar to tr walkway that shoots sollies through the air and have scouts run through at random intervalls (process mid to second would be a good example i guess)
maybe something like this exists and i just dont know about it tbh

So im not sure if by growing the scene you mean attracting pub players to sign up for a competitive tournament or just trying to get lower div people more involved in the scene.
We hosted a german TF2 cup twice now ( about 72 people played ) and it usually got the german scene quite active for the next 2 weeks or so. It was a pug like cup where 12 captains could draft their team. In the first cup there werent any limits other than the draft order. In the second cup we copied the frenchies by assigning values to the players and setting a budget for the captains.
Obviously youve got a way bigger playerbase in NA (no language barrier) so you could have a cup like this in a bigger format. Its a lovely way to get the lower div people in contact with the higher div ones. Im sure a lot of the new players learnt quite a lot in our cups and some even stayed around in the pug community.
About the casting situation: We just had people from the community doing something we called "community cast". Basically 2-3 people chilling around talking a bit about the game, hyping up plays and whatnot. Depending on what you are trying to achieve this chill type of a cast can also be quite entertaining.
Our prize pool was completely funded by donations cause nobobdy in EU is really willing to pay to enter a cup. Ive heard its different in NA though.
