I think they Square Enix is testing the water with a well known game franchise. Nothing wrong with it and if it makes the franchise even more popular, maybe we'll see another release for PC/consoles.

You can put it in the server config file (most comp. configs have this in there) and change the map. That should turn on sv_pure 2. Sv_pure isn't something you can change at will on a server. It's 0, 1, or 2 and can't be changed without a server restart.
JasonThese guys seem to be giving you the wrong instructions.
If you're trying to have different fov's for your rocket launchers you will need to have a specific bind for the fovs.
The best alternative for this is to put this in your soldier cfg:
bind "p" "viewmodel_fov 90; viewmodel_fov 70;"
p can be replaced by whichever key you want to use to toggle the way your fov's look. this is because tf2 does not detect the weapon you're using but it does detect the slot in which the weapon is in.

You were close but your script will just change the viewmodel from 90 to 70 very quickly. It should actually be this:
bind p "toggle viewmodel_fov 70 90"
Replace p with whatever key you want. I'm not sure how often you switch weapons but you could also just do this on console if you don't have any available keys.

You're only other option is to drop the resolution of your stream and/or monitor.
If you can try bumping your max bitrate to 5000.
Monitor your upload while speedtest is running. It might be that you spike to 7 but are more stable at 5MB/s. Internets are strange and let us know how it works out.
Where are you dropping frames, in game or on OBS?
A bitrate of 2000 seems a little low if you have 7+ available. Try setting the bitrate to 300 and in advanced settings set a max bitrate if 4500 (In advanced, tick "Custom x264 Encoder Settings" and put this in the box below: "vbvmaxrate=4500".
Consider dropping the audio bitrate and make sure your x264 CPU Preset is verfast or superfast. If you set it lower the veryfast it will be too much for your system.
Stochast1cPersonally, get a Zalman clip-on (~$10) as a temporary solution and when the modmic v4 comes out pick that up as a permanent solution (~$30).
This a million times. Modmic is great but you won't get one right away. They always seem to be back filling orders. You could get a Zalman for the time being (and keep it as a backup) until your modmic comes in.
