I see, thank you very much for providing alternative solutions, I will probably invest in a cooling pad.
TF2 under using the i7 threads answers my initial concern.

I've experimented with different games without encountering this problem.
Xcom 2 in medium/high settings runs without any problems, CPU was running around 75-90% usage with a stable 70-5°C.

I rolled backed to an old config I used to run and things seems to be doing alright so I'll stick with it.

I tried low-medium-high quality and I get about the same performance for all the different configs.

I also highly recommend getting one of these.

After putting basically any fps config on a "gaming" laptop, the biggest limiting factor is going to be your CPU temp, as mobile CPUs are designed to not overheat as much as possible so if they reach certain temperature thresholds they will downclock (technically desktop CPUs do this as well it just isn't as obvious due to better cooling/spacing of parts). Better cooling almost always = better gaming performance for a laptop.

Alimentation is already set to high performance.

What I find weird is that my CPU usage sits at 42% in game and the GPU is around 30%

Hi, I would remove the following lines from your custom.cfg:
snd_async_fullyasync 1                 
snd_mixahead 0.1
snd_mix_async 1 

also, you can remove these lines if you use the no tutorial addon:

launch option:
-novid -nojoy -nosteamcontroller -noff -softparticlesdefaultoff -reuse

I installed the .vpk in the custom folder and I reinstalled my game to clear out all my previous cfgs.

Then I did a custom.cfg file to tweak some game settings and class binds with the _c.cfg format.

Hey so I've been fiddling with different configs but I can't find the right balance for my rig, I would appreciate if someone could hint me toward an adapted config for my setup.

I'm playing on an MSI laptop and here are the specs:

CPU:
Intel Core i7 7700HQ @ 2.80GHz overclocked at 3.48Ghz
Kaby Lake 14nm Technology

GPU:
GeForce GTX 1080
Memory 4095 MB

RAM:
16.0GB @ 1195MHz (17-17-17-39)

Motherboard:
Micro-Star International Co. Ltd. MS-17A1 (U3E1)

Monitor:
Gsync
1920x1080 pixels
Monitor Frequency 120 Hz

Storage:
931GB Hitachi HGST HTS721010A9E630 (SATA)
238GB Intel Raid 0 Volume (RAID)

The game is currently installed on my SSD, I have tried Comfig: midquality and compquality, B4nny and an old comanglia cfg.

The cpu could be the culprit of the limited performance, however I found that it rarely process over 50% no ore does the GPU.

I'm currently using the midquality comfig and the game runs at an average of 80-100-150fps the highest value is in the spawn room with around 180-220fps and the lowest is during intense teamfight where it can go down to 68fps.

I also tried capping the fps to 121 the game was more stable with less noticeable lag spike but not as smooth as without the cap.

edit: adjusted fps value after new evaluation.
