On most ceiling fans have directional settings. In the summer you want your fan pulling air up to the ceiling and not pushing the hot air down on you. Use a box fan/desk fan if you need air blowing directly at you, but ceiling fans aren't for that.

I don't remember sciencedoctorspeak but dairy will actually make things worse. Popsicles or slushies or something would be the way to go.
