Planning on a Bball league

So I've been wanting to start a bball league for a couple of months now, and with summer here, I have plenty of time after work to do this. So I'm going to go over my general ideas, and then input will be appreciated. I'm trying to get everything firmly planned in the next week or so.
Naturally there will be teams of too, and I think I'll allow one backup. Now if I made this a paid league in order to fund a better prize pool (I make $8/hour and and in college so I can't provide much of a prize pool off of my own funds), let's say $5-10/team, would participation be significantly be limited? Would maybe a tf2 based buying of a few ref/keys function better, or should I start as a completely free league to establish credibility/popularity, and reconsider a paid league/division in the future?
As to the rules, I would have this specifically written out, but standard bball rules in play. Shotgun stalling people in the air and stuff like is really obnoxious, but I'm not sure I see a need/way to prevent this. Do a majority of people want me to try to ban any obnoxious tactics like this through some sort of self referee system, or are you guys ok with these tactics? Of course anyone confirmed cheating in league play or in TF2 at all will be banned for at least a year, but I don't see this being a problem.
As to the ban list: I think it would be best to only allow vanilla/original. Escape plan doesn't seem to help make bball more competitive - just some silly/stupid moments. But again, if you guys want anything else allowed - post what and why. But yeah there's not gonna be any dh/market gardener/gunboats/mantreads/NATASCHA HEAVY.

I do currently have 1 15 slot Chicago server (I'm thinking a second server should be enough - would Dallas be the next preferred location?). Why 15 slots? Well I bought a server from tragic with the Tip of the Hats discount and I didn't have any sure plans for it. But here's my related goal - I want to have a map/plugin to be able to have multiple courts/games going on in one server. From my understanding, MGE 2.0 paves the way for having a multiple arena bball court that functions, but I really don't understand this sort of stuff. Can some confirm this is possible? Either way, I'm willing to pay someone a reasonable amount to make a map (and plugin if needed). I'm not sure who would be willing able to do this (my first choice would be Lange but he's a busy guy).
As to how matches would work, I think it could just be schedule between teams, with the limitation that the match has to be played by the end of the week, or x date.
But how do you guys want this to work? It would depend on the number of teams clearly, so I might not finalize this until I have an idea of how many teams are signing up. A ladder system could work well, and give people more freedom in scheduling. I could also just run continuous tournaments with a few weeks in between. Or I could establish some sort of 2 match a week for 8 week style season with top teams going to playoffs. I'm leaning towards a ladder/tournaments, but again I want to make this according to how people want to play.
Assuming I make this an ongoing thing (my goal), I guess I need to setup an official forum for registration and the like (can't run off tf.tv threads forever).
So just to be clear - I am very serious about this and do plan on making it happen. I work from 8-7 est most days, but for now my evenings are basically wide open, so I have plenty of time to work on this. The more input you guys give, the faster I will get this going. Thank you.

Yeah I posted vaguely about having plans for this on one of those threads, but I didn't want intrude and end up having multiple leagues if that guy actually followed up. But he didn't, so here I am.

There's not much you can do to stop "shotgun stalling." It's annoying, sure, but that's probably cause you can't jump to dodge :) It's a part of the game. Deal with it.

Also, take note of goal keeping (where a person stands on their goal, blocking the cap)

Shotgun bodyblocking is not game breaking in the slightest, you just have to take account of the fact it may happen and dodge it. I personally don't fancy it myself but there is absolutely no way to regulate this whatsoever unless you ban the shotgun (and if you try to ban it by looking through stvs it just becomes really complicated as there are circumstances which may be out of that persons hands) and having played against very capable players who DO shotgun bodyblock its not too hard to cap, you just have to try harder(so to speak)and put more effort and thought into when and how you jump into the hoop.

Yeah, I'm not really opposed to it, it's just a bit annoying. I've seen lots of negative comments regarding the shotty blocking over time though, so I wanted opinions.

For right now, given the massive failure of the last attempt - I think limiting ambitions to a tourney would be best. Once you run a solid tourney, a think people will be more willing to place faith or interest in a league.

If you do run a tournament, I will cast it for you, along side some great personalities.

Shotgun is part of the game and shotty blocking can be annoying. There is no use in banning the shotgun because 1st off it would anger a lot of people, and 2nd it is part of the game even though bball is about doing some cool jumps to get into the hoop while someone tries to airshot you. I mean jump shottying does anger me because I wish it was like the old days where no one used the shotgun and it was all just jumps and airshots. What i'm getting at here is that there is no reason to ban the shotgun because a lot of people will be angered but I do wish that jump shottying wasn't a thing ): .

The only things that shouldn't be banned are:
Equilizer and Escape Plan
Shotgun
Rocket Launcher and Original

Something that should be banned and I think everyone agrees would be Goal Tending which basically means standing on the hoop or anything part of that structure. I can understand accidentally surfing a rocket onto it but intentionally jumping onto it is just plain wrong.

Just don't have this end up like JDawg's "Bball League/Tournament" because that was pretty disappointing.

Ok thank you guys. So I'm not going to ban shotgun jumping - it would be very difficult to implement, and it's part of the game even if it is obnoxious.
As to the unlocks, right now I'm thinking vanilla/original/escape plan.
No goal tending - shouldn't be too much of an issue, but if someone was doing this intentionally and repeatedly they'd be forced to forfeit the match/dqed.
I like the idea of starting with some tournaments - a league probably is too ambitious to start off with as I have no experience running one. Would people be interested in playing in 3 tournaments over the summer, 1 during a weekend of June, July, and August? I think this is manageable, but I could just do 2 if people would like to tone it back. I think more than 1 a month would be excessive/have fewer teams registered on average.
And I know I don't have anything to back this up - but I do plan on following through with this guys. I was frankly a little annoyed when that guy announced his tournament right when I was starting to plan something similar, but he did fall through.

Main issues in my mind right now -
Paid/unpaid? Unpaid will probably have fewer teams, but paid would produce a larger prize pot. And there's always the option of using tf2 items as a prize pot - a few ref per team as entry. I think I'm going to do the first one at least unpaid as I don't have any real credibility.

I think paid would encourage more people to stay if they already payed because if people don't pay they would just think, oh, I don't have to show up because I'm not trying to win anything or I don't have to show up because I don't want to anymore. I think an unpaid one for the first time would be good just to see how it goes but for the next few ones (if they happen) I think it should be paid and the stuff paid would go into a prize pot.
