no dust script not working

I'm trying to install the no bullet dust script because that shit actually rapes my frames. Nothing I've tried is working though

I've got the contents of this text file saved into
'surfaceproperties.txt' placed into tf/custom/dust/scripts and still I have bullet dust. I've tried deleting all my other custom shit and it still doesn't work. I've also tried putting it into my actual scripts folder and it still doesn't work. Help?

you just put it into your custom folder not custom>mycustom

Still not working. Also the install guides specify a custom folder for it i.e. C:\Program Files (x86)\Steam\SteamApps\common\Team Fortress 2\tf\custom\my_custom_stuff\scripts

I've got it to work. It seems the issue was having multiple subfolders in tf/custom. I had a subfolder for my hud, one for no explosions, etc. Consolidating them fixed the problem
