RX 480 giving exceptionally low fps

My r9 270 was able to spit out ~300 fps, but it died so I got an rx 480, and it goes to about 1000 fps, then drops to 40 fps with almost no activity on the gpu.

Any ideas, have the latest drivers and such.

I launched a listen server and ran around process.

I could stand in one spot and get 1200 fps and the activity would spike, and move 2 feet away and have the fps and activity tank.

The temps we're fine, about 60 C, 20 C less than when I play DOOM with no drops.

I'm running on DX level 95.

Figured it out, I forgot I left Radeon Chill on, which tries to save power by lowering activity. Turned it off and is went back to normal.
