Ping Issues

In TF2 for some reason I am getting really high ping in servers that are not New York, Virginia or Chicago. I live in New York btw.
This is my ping in a Dallas server: http://imgur.com/VTmEkIA
This stays consistent with every Dallas server.
This is my ping in a Virginia server: http://imgur.com/YdepYcC
This stays consistent with servers that are near my area.
Wtf is going on? I called my ISP and they said that the ping issue is computer side.
Any help would be appreciated

well, do you trust the ISP guy who told you it's on your end?

I don't really know that's why I'm posting this to ask people if they have any experience with the issue

Do you have another device you can check your ping from to see whether it's the network or your pc

Haven't tried this myself but looks like it would work

Just put the IPs for the problem servers and see what your ping is
