I am getting lag spikes frequently in tf2.
I usually get between 450-900 fps, but it drops around every 5 seconds.

Here are my net settings:
cl_cmdrate 40
cl_interp 0
cl_interp_ratio 2
cl_lagcompensation 1
cl_pred_optimize 2
cl_smooth 0
cl_smoothtime 0.01
cl_updaterate 40
rate 35000

I use 4:3 1024x768 fullscreen, -dxlevel 81.

Specs:
i7-4790k cpu
gtx980
hyperx fury ddr3

(as you can see, I shouldn't get any lag issues.)
thanks in advance.

asaptf2450-900 fps

I'm assuming you're on a local server on a jump map staring at a wall.

What is your fps dropping to when it does drop?
